Health Care Reform: What's New in 2012 Post Supreme Court ...




In 2010, Congress passed comprehensive legislation into law that will change the delivery of health care and physical therapy practice and payment. The Patient Protection and Affordable Care Act (PL 111-148) will be implemented over the next decade and will provide coverage for up to 95% of all Americans and attempt to improve quality, access and the health care workforce.

The new health care law creates many opportunities and challenges to physical therapists. What does this mean for physical therapy practice, payment and professional issues? With PT survive or thrive in a reformed health care system? How will clinicians, business owners, rehabilitation managers, and patients navigate this changing health care system?

?This session will look policy provisions specific to rehabilitation, including reforming payments, health care delivery and workforce reforms. The presentation will include how health reform initiatives address issues such as fee schedule updates, therapy caps, bundled payments for post-acute care, integrated delivery systems, prevention and wellness and insurance reforms.??

In addition, this session will also focus on the contemporary issues surrounding the up-coming Supreme Court decision on the constitutionality of the law or portions of the law, the pressures on states to implement to key provisions of the law, how health care reform effects the 2012 elections, and efforts in Congress to repeal, revise and redirect funding related to the Patient Protection and Affordable Care Act

Learner Objectives:

?1.? Recognize/analyze pending changes to rehabilitation policy in health care reform and their impact on practice and payment.

2.? Discuss the potential impact of emerging policies in health care reform on delivery system reform, including opportunities to advance rehabilitation and potential threats to rehabilitation.

3.? Recognize/analyze the contemporary issues surrounding the implementation of the law or efforts to repeal or revise portions of the law.

4.? Identify/develop strategies that will encourage rehabilitation professionals to learn about health care reform and to participate in federal and state advocacy efforts that advance rehabilitation.
